越南社會工作者對社會福利政策之服務實務困境與因應策略之探討

世界人口正面臨老齡化問題,越南人口也老齡化時期。根據越南國家統計局的調查結果,高齡者口的比例為越南總人口的11.8%,根據UNESCAP的標準(高齡者的比例超過總人口的10%),越南將進入老齡化時期,人口老化問題將影響越南政府的社會經濟發展戰略。人口老齡化社會下政府更需要思考如何提供高齡者相關保障服務,發展健全的社會福利政策,減少社會的負擔並改善高齡者的生活。本研究採用與10個專業社會工作人員進行深度訪談,研究結果顯示影響越南高齡者社會政策實踐的因素,專家的能力,高齡者的地位,社會工作者的職業,侷限性。這項研究發現高齡者的政策往往在每個階段都形成和發展並成為法律,與高齡者的社會工作越來越受到

關注,照顧者制度已經和正在發展,經過專業培訓。但研究也表明,政策內容仍存在諸多局限,如:目前每月的津貼不能滿足高齡者的基本需求,存在不平等現象;基層醫療衛生政策和高齡者定期體檢在公社衛生站範圍內沒有得到很好的落實,組織高齡者精神活動的物質設施還存在很多不足,國家政策在規劃上缺乏支持高齡者的內容他們的財務需求。根據發現的局限性,該研究提出了改進和建立越南高齡者社會福利政策體係以實現可持續發展的建議並提出相關策略以解決未來高齡者福利需求服務的問題,並為相關單位提供參考。
