本文將探討數位時代下，藉由資料聚合所形成的資料庫，及由此而生之個資保護議題。現今諸多技術仰賴資料庫，並透過將其串連達到最有效的利用，但也同時引發其風險與危害。故本文試圖窺探我國現行規範下是否完善，將問題聚焦於個資定義、去識別化，以及同意機制等面向上，緊扣資訊自決之概念開啟探討。並於我國規範上與歐盟GDPR相互比較，以此提供我國規範上之建議，祈能做為借鏡及實務參考。 承上而言，我國就其概念及規範，仍有諸多需要調整之處，故最末透過歸納各面向之因應做法，予以實質性建議，如：藉當事人賦權抵禦風險；就去識別化標準外，更添加風險評估機制；以及同意內涵建構外，搭配各式同意類型（動態、廣泛同意等），形
