摘 要因應美國國會的要求，2000年起美國國防部依《國防授權法》規定，每年都會向國會提交一份《中共軍力報告》。報告中需針對中共在未來20年內軍力發展，作出前瞻的評估報告，其中，在台海安全情勢與軍力比較分析部分。歷年報告經常顯示兩岸軍力失衡，為我國軍事不足處提出警告。基於《台灣關係法》，美國政府應判斷台灣防務需要以提供相應的武器，以確保台灣的防衛能力。然而，究竟美國近年軍售台灣的武器裝備與其歷年所提出的《報告》之間是否具有關聯性，成為本研究的動機。經梳理比對後，軍售從3年內公布的《報告》中確實可找出許多相關之處，武器品項幾乎都涵蓋在《報告》所示的威脅情境中，不論作戰需求與金額比例，大致符合

對我國的建議。但若從《報告》發布後比對新增軍售品項，則相關威脅並非均反映在後續3年內的軍售中，結果較不具一致性。因此，雖然由軍售和《報告》之間確實對照出關聯之處，但難以現有資料證明兩者存在確切的因果關係。本文最後針對上述影響關聯性的干擾變因進行探討。美國軍售決策中軍工複合體等利益團體的影響、「包裹式」軍售遞延的影響，中共施壓，我國軍種平衡的考量等。未來對台軍售實施「隨收隨審」常態化後，是否可以改善軍售的可預期性，及提升與《報告》的關聯性，值得後續研究證明。關鍵詞：中共軍力報告、軍售、台灣關係法、國防授權法
