面對經濟時代變遷，為了提升國家競爭力，各國皆重視創造力的根基，根據教育部十二年國民基本課程總綱之核心素養項目「系統思考與解決問題」提出國小階段學生應具備探討問題的思考能力，並且實踐處理日常問題。本研究將設計思考導入國小階段學童的課程，利用設計思考課程引導學生利用同理心去思考問題並且定義問題，透過創意發想找到解決方法，接著實際製作與操作，製作模型及測試，目標是使學生能夠有發現問題的能力以及系統性地解決問題。本研究於高雄的一間國小中年級進行5週的設計思考課程，共10堂，在設計思考課程中實施前後測、課堂學習單、課後回饋學習單等紀錄學生在課程中的資料，透過質化的訪談與觀察紀錄，探討學生在設計思考課程

中的階段變化、對設計思考的認知與課程的感受程度，分析學生是否能透過設計思考的課程引發未來行為與態度上的改變。研究結果顯示，中年級學生在初步接觸設計思考時，需要較多的刺激與實際例子幫助學生了解設計，並且需要配合學生程度適時給予幫助與引導，在課程的萌芽期、茁壯期、成長期、成熟期等四階段學生都展現出創意、自信的學習歷程，課程結束後，學生對於設計思考課程的好感度高，雖然在課程中會感到困難，但完成課程與作品對於學生而言是有成就感的，經過問卷回饋調查，學生對於設計思考課程的滿意度比例皆高，總體來說，設計思考課程導入中年級學生之課程有正向的影響，其研究結果經過後續驗證後可作為未來國小設計思考課程之參考方針。

近年來，由於地球氣候暖化影響，使北極海融冰現象持續，進而使北極海航道通航及北極地區資源開發等議題成為討論重點。連接歐亞大陸的北極海航道的通航，除了直接影響環北極國家的軍事部署、經濟發展及政策推行外，近北極國家及非北極國家也將間接受到影響。因此，宣稱為近北極國家的中華人民共和國（以下簡稱為中共），當然迫切希望參與北極地區的資源開發及獲得北極海航道通航後之利益。所以，中共在2018年時正式公布《中國的北極政策》，便是希望透過政策的推行，能夠與北極國家共同擁有開發北極地區資源及使用北極海航道之利益。本文認為北極海航道的通航是中共參與北極地區治理的重要關鍵，在未來也將深深影響中共的國家發展。本研究發

現，北極海航道開通加上中共的北極政策推行，將可縮減航程與及增加貨運量、採多元路徑直接從極區運送天然能源及促進中國大陸東北地區區域發展；另外中共也因此面臨來自西方國家與俄羅斯的疑慮及本身條件受限等挑戰，須善用軍事外交與政治外交手段以因應。
