我國加入WTO以後，會員國必須在現行採購協定(GPA)架構下，開放各國之營建工程市場。日本、中國大陸、南韓、新加坡等鄰近國家無不對外擬定策略，結合該國施工技術團隊、資金和管理經驗，對國外承攬大型營造工程，造成了我國重大工程大部份均由國外得標承攬。持續下去恐影響國內民生經濟。因此，本文採用質性研究，應用PEST分析國際環境，結合平衡計分卡BSC理論探討國內營造業之內部環境；並且，深入訪談我國專業營造業之三類對象，交叉分析，訪談之對象包括各專業營造業公會理事長、未加入業者負責人和加入後又退出之業者。藉由本研究逐字稿和節點之分析，結果顯示，歸納11項命題，並提出二項對政府機關之建議，包括1.法令不

周全之處，將影響加入專業營造業之意願，2.政府執行力不足，將影響綜合營造業與專業營造業合作之意願。另外，對我國營造業如何再造，本研究亦提供三項建議，包括1.綜合營造業應著重在工程管理以及與專業營造業合作施工，而非自行施工2.專業營造業應強化單項之工程管理與施工，並保障其工作權3.我國土木包工程可依照其專長，升等為專業營造業，以提升技術能力。
