臺灣旅遊業產值雖只佔全國GDP之2-4%，然內需型服務業對地方就業有巨大助益，故臺灣將觀光旅遊業列為六大新興產業之一。屏東以旅遊首都自我定位，旅遊業為地區重要產業，然於2016年屏東墾丁被媒體以旅遊雪崩廣泛報導，2020年受新冠疫情影響更是雪上加霜，影響當地民眾生計甚巨，故應積極謀求因應策略。於上述原因下，本文選取屏東地區為個案進行研究，探討旅遊地生命週期發展變化，進行旅遊地發展空間特性之論述，並以深度訪談提出策略作為旅遊地未來發展規劃之參考。本文從生命週期觀點，透過文獻回顧了解生命週期之定義與內涵，並應用量化及質性交替運用之研究方法，以觀光年報旅遊人次為變量，進行區位商數及旅遊人次趨勢與相
對成長分析，量化旅遊地之空間特性及界定各類旅遊地生命週期發展階段。現代旅遊競爭激烈，而旅遊地理取向，觀光發展應順應空間特性，並以環境保育為前題，為避免失焦，故質性深度訪談聚焦於「旅遊地↹永續觀光」之SWOT策略(深度訪談因受訪者記憶因素，以2010-2020年資訊為主)，交互辯證梳理歸納出屏東地區六大類旅遊地之觀光發展策略，及面對新冠疫情之挑戰與政策性建議，以供各界參考。研究空間特性，先利用2001-2020年旅遊人次資料，進行旅遊地區位商數分析，分析屏東地區旅遊地之空間結構，計量分析發現屏東地區各旅遊地之旅遊人次國家公園旅遊地有高吸引力與遊客集中化之空間特性，其次為海水浴場及森林遊樂區。也分
析2001年至2020年之旅遊人次趨勢，並繪製及詮釋屏東旅遊地之S型生命週期曲線。另進行2020年與2010年相較之相對成長分析：屏東地區旅遊地其生命週期，目前有處於第三發展階段之公營遊憩區(其主要特徵為形成明確生態旅遊市場及大量外來投資)；處於第四鞏固階段的包括：海水浴場、國家風景區、森林遊樂區(其主要特徵為遊客數量與全國相較增速明顯減緩)；第六衰退階段的國家公園及民營遊憩區(其主要特徵為遊客人數量下滑達5至7成，旅遊市場萎縮)。而與2003年相較之成長分析，因2003年基期低，而產生相對成長分析生命週期座標變動，國家公園轉為鞏固階段，出現特異化情形，與S型生命週期曲線及深度訪談結果不同，特
異階段週期僅供參考。屏東地區旅遊地生命週期觀光發展策略，1.發展階段：旅遊接待量迅速增長，應築巢引鳳，擴大民間參與，讓保育與觀光共存。2.鞏固階段：海水浴場應開放民間機構認養；大鵬灣國家風景區，發展三生共榮之生態旅遊；茂林國家風景區應強化創新，策略上應輔導及培育青創返鄉，改善山區聯外交通及生活機能，以落實地方創生並加強高齡照護；森林遊樂區則可擴大民間機構合作，利用廣大林地進行碳權交易。3.衰退階段：宜重新定位朝創新藍海及保育綠海轉型，開啟進入生命週期復甦階段之契機。面對新冠疫情之挑戰與政策性建議：1.旅遊市場客源流失之挑戰：力行防疫新生活運動、重新定位、觀光創新、環境安全與國際行銷。2.物價飛

一個陸域及離岸風力發電預測模型之開發研究-以彰濱風電場域為例

本論文以研究預測風力發電之技術為主要核心，運用訓練完成後的數據模型對於下一季的電量進行分析與判斷，以利電力相關的廠商及公司提前做好電力調度安排及投資規劃。首先使用監督式學習的分類方法幫助統計分類各風場之電力運算，再透過監督式學習的回歸分析將運算後的每日結果整理成擁有多種特徵值的風能電力。由天氣直接影響度較高的綠色能源為風力發電，將風力能源的發電因素進行特徵處理，整理成每日又細分每時的發電及相關氣候特徵，並運用深度學習中的循環神經網路分析該能源的發電預測，並對彰濱風電場(陸域及離岸)之風能採集實際案例進行實證探討。本次研究除了開發電力預測模型外，也探討風場中實際面臨狀況是否為該特徵值之影響，例
如同一區的風機有部分轉動速度較快，另有部分轉動則較慢之原因。風力發電風場除了陸域以外，近年更是添加以離岸架設風機來進行採集電力的管道。由於兩者資料皆取得不易，因此研究過程較為謹慎且漫長，完成蒐集資料後，再將遞歸類神經網路技術運用於預測模型上，並利用評估指標平均絕對誤差，作為模型預測指標，有效開發並運算出下一季之風力發電資料。
